Maxine Booker has been employed with PEMHS for over 30 years. She has a Master’s Degree in Psychology. She has extensive knowledge of crisis services and the Baker Act law. She has worked in almost every aspect of the agency and is dedicated to providing a caring, compassionate, competent, and safe experience for all.

Chief Financial Officer

Ms. Whiting has served as the organization’s VP of Finance since March of 2017 and came to PEMHS with over 20 years of accounting experience. During her 2 years at PEMHS Ms. Whiting has built a great team and positioned finance to strategically meet any new challenges that PEMHS may face going forward.

Jahenein Nagel has been employed with PEMHS for 26 years. She obtained her BSN from the University of Texas at Arlington and her MSN from Wilkes University, and she is a PMHNP-BC. As the CNO, she is responsible for planning, organizing, and directing the overall operations of Nursing/Patient Care Services and ensuring compliance with patient care quality standards.

NIKKI Rupert

Nikki Rupert is a Licensed Mental Health Counselor and Qualified Supervisor. Nikki has worked at PEMHS for approximately 5 years. As CCO, she is responsible for the development, coordination, program implementation, and monitoring of all aspects of the Access Center and Recovery, IMPACT Team/Care Coordination, Mobile Crisis Response Team, and Crisis Stabilization Units clinically and administratively.

Michele Russell is a Technology Executive with repeated success building strong, successful organizations to meet the rapidly changing needs of the marketplace.  With over 20 years of healthcare expertise, Michele is a recognized thought leader in the health information technology community. Michele holds a BS in Information Technology and an MS in Health Informatics and Analytics.
